Electronic Visit Verification (EVV)

Overview

The Electronic Visit Verification platform helps home healthcare organizations verify that Medicaid-funded services are delivered at the correct time and location.

The product needed to give caregivers a fast, intuitive way to document visits in the field while providing agencies with timely visibility into visit activity, billing information, and compliance requirements.

The Challenge

Caregivers work in fast-moving environments and need to document services without taking time or attention away from the people receiving care. At the same time, provider agencies must capture accurate visit information to support billing, reporting, and regulatory compliance.

The initial request was:

“Design an Electronic Visit Verification experience that simplifies visit documentation while meeting federal EVV compliance requirements.”

The challenge was to balance two very different needs: a simple mobile workflow for caregivers and a reliable verification process for provider agencies.

Discovery

I participated in discovery sessions with product managers, business analysts, care coordinators, provider agencies, compliance specialists, developers, and other stakeholders.

Through stakeholder interviews, workflow analysis, and journey mapping, I examined the complete visit lifecycle—from reviewing a daily schedule and traveling to a member’s home to checking in, documenting services, and completing the visit.

Discovery helped identify several important needs:

  • Caregivers needed immediate access to their daily visits.

  • Check-in and check-out needed to be fast and unambiguous.

  • Required documentation had to fit naturally into the visit workflow.

  • Caregivers needed clear confirmation that information was successfully recorded.

  • Agencies needed visibility into visit status, exceptions, and incomplete records.

  • The experience had to capture required verification data without creating unnecessary administrative burden.

These findings established a central design principle: compliance should be built into the workflow instead of feeling like an additional task.

Defining the experience

I translated the caregiver journey and compliance requirements into task flows, early concepts, and prototypes.

The experience was organized around the caregiver’s day rather than the underlying system structure. Today’s visits were prioritized on the home screen, giving caregivers a clear view of what was scheduled, what was in progress, and what had been completed.

Each visit followed a guided sequence:

  1. Review the scheduled visit.

  2. Check in at the service location.

  3. Confirm visit and member information.

  4. Document the services delivered.

  5. Review required information.

  6. Check out and confirm completion.

Early prototypes helped the team evaluate the sequence, required fields, status language, exception scenarios, and verification rules before detailed interface design began.

Mobile-First UI Design

Because caregivers primarily used the platform in the field, I designed the experience mobile-first.

Prominent check-in and check-out actions, large touch targets, clear status indicators, and focused screens helped caregivers complete required tasks with minimal effort. GPS and time verification were incorporated into the workflow to capture when and where services occurred.

The interface emphasized:

  • One-tap check-in and check-out actions

  • Prioritized daily schedules

  • Clear visit statuses and confirmation messages

  • Guided service documentation

  • GPS- and time-based verification

  • Accessible interaction patterns

  • Responsive layouts for mobile and tablet devices

  • Reusable design-system components

Information was presented progressively so caregivers could focus on the current step without being overwhelmed by the complete documentation process.

Validation and Collaboration

I collaborated with product managers, engineers, care coordinators, compliance specialists, QA, business analysts, and provider stakeholders throughout the project.

Workflow-validation sessions helped confirm that the experience supported both field operations and compliance requirements. Usability testing and iterative design reviews revealed opportunities to clarify instructions, strengthen status feedback, simplify documentation, and account for exceptions.

I also worked with engineering and QA to refine component behavior, responsive layouts, accessibility, and technical feasibility as the experience moved toward implementation.

My Contribution and outcome

I helped shape the EVV experience from discovery through design refinement. My contributions included analyzing caregiver and agency workflows, mapping the visit journey, developing task flows and prototypes, defining the information hierarchy, designing the mobile interface, documenting component behavior, and collaborating with engineering and QA throughout implementation.

The resulting experience gave caregivers a clearer, more structured way to review schedules, check in and out, document services, and confirm completed visits. It also gave provider agencies greater visibility into visit activity and created more reliable records for billing and compliance reporting.

By embedding time, location, and service verification into the caregiver workflow, the platform supported stronger accountability and helped organizations address fraud, waste, inaccurate reporting, and administrative inefficiency. The project also established reusable mobile patterns that could support future EVV capabilities and related field-service experiences.
